Having Served as Chief Constable of South Yorkshire from 2016 he was then appointed Chief Constable of Greater Manchester in 2021. Shortly before his appointment as Chief Constable in Manchester, a lady called Zayna Iman was sexually assaulted in a police cell in Pendleton, Greater Manchester. Her experience prompted the publication of the Baird Report in 2024.

Within the Baird Report was the experience of a young lady called Scarlett West. A victim of a grooming gang who had been arrested, detained in Bury and whilst in custody, officers conducted a wholly inappropriate intimate search looking for a vape. Her experience and that of her father, who was trying to save her were documented a Sky News Report last December.

Police & Crime Commissioner Andy Burnham has freely admitted that the Police Complaints system is not fit for purpose. Yet after 7 years as PCC, he has done nothing to improve it. A simple tweak to the online complaints system, such as making it possible for a complainant to upload evidence to support a claim does not exist.

Under his command, Greater Manchester Police have consistently failed child and adult victims of domestic abuse and child sex abuse. These failings include his officers failing to conduct ABE (Achieve Best Evidence) interviews for children reporting abuse.

In addition to this we can confirm that Greater Manchester Police consistently fail to provide Court Ordered Police Reports for Family Proceedings. When they do, they withhold statements, interviews and BWC/CCTV footage, despite these elements being included in the Courts Annex 1 application.

 

Despite these failings, and during a week when there were fresh revelations about the Rochdale Grooming scandal, Stephen Watson (QPM) was awarded a Knighthood in the last Birthday Honours. 

 

Sources within Greater Manchester Police have confirmed that Sir Stephen Watson, as we must now call him may be facing Contempt of Court Proceedings. When more details emerge about this development I will let you know.
